From 1 November 2025 providers can’t enter into new additional or extra service fee agreements with residents. From this point on they can offer a higher everyday living agreement to residents who choose to take up additional or higher quality services.
Residents can remain on their existing additional and extra service fee agreements until 31 October 2026. Any agreements that are still in place on 1 November 2026 will cease to have effect.
Additional service fee agreement
Up until 31 October 2025, providers can offer this agreement to residents who are entering care and wish to sign up for better services. If the resident agrees, providers can commence to charge additional service fees for services not outlined under Schedule 1 of the Quality of Care Principles 2014.
Extra services agreements
Up until 31 October 2025, providers can offer this agreement to residents who are entering an extra services room. Extra services are hotel-type services, such as better accommodation, food and services.
The extra services agreement is in addition to the resident agreement, but can be part of the same document.
What to include
An additional or extra services agreement includes:
- the additional or extra services fee
- details of the higher services.
Preparing an agreement
Providers must discuss the agreement with the resident before or shortly after they enter your care.
The resident must understand and agree to the fees and conditions. Providers are responsible for making sure residents understand everything in the agreement.
If needed, use the National Translating and Interpreting Service.
Reviewing and updating an agreement
Providers must review and update the resident’s additional or extra services service agreement if:
- their services change
- the Independent Health and Aged Care Pricing Authority has approved an increase to the extra service fee (not applicable for additional service fee)
- they request a review.
This should be part of a providers ongoing care discussions with the person.
Providers must give a copy of the updated agreement to the resident as soon as possible after finalising it.
