My Life My Lead - Implementation Plan Advisory Group (IPAG) consultation Process 2017

Between March and May 2017, the Department of Health, in conjunction with the Advisory Group on the Implementation Plan for the National Aboriginal and Torres Strait Islander Health Plan 2013-2023, led an extensive consultation process (My Life My Lead) across Australia to listen to people share their stories and experiences. This is part of the ongoing commitment under the Implementation Plan to consider the social determinants and cultural determinants of Indigenous health.

The consultations provided an opportunity for Aboriginal and Torres Strait Islander communities and leaders, government and the non-government and private sectors to help shape the next Implementation Plan for the National Aboriginal and Torres Strait Islander Health Plan 2013-2023.

The Australian Government is committed to working with Aboriginal and Torres Strait Islander leaders and communities, and other stakeholders to make progress against the goals to improve health outcomes for Indigenous Australians, and welcomes ongoing participation in the development of the Implementation Plan from a broad range of stakeholders.

The consultations examined the integral and supportive role culture plays, and analysed how social factors such as education, employment, justice, income and housing impact at each stage of life, on a person’s health and wellbeing.

Thirteen forums were held in capital cities and regional centres around Australia. Several were attended by the Minister for Indigenous Health, the Hon Ken Wyatt MP. Attendees were invited to provide comment on the determinants (listed above) with a particular focus on identifying solutions, including existing things that work and things that could be done better. They were also invited to comment on the Implementation Plan for the National Aboriginal and Torres Strait Islander Health Plan. The forums were attended by around 600 people.

Concurrently, the Department of Health invited written submissions from organisations and individuals on the social determinants and cultural determinants of Aboriginal and Torres Strait Islander health. More than 100 written submissions were received in total. Approximately a quarter of submissions were from individuals, and the remainder were lodged on behalf of organisations.

The key themes from the face to face consultation forums were that to make a difference to Aboriginal and Torres Strait Islander peoples’ lives, governments need to:
  • Recognise the centrality of culture and family – as enablers and protectors.
  • Partner with communities to build capacity, embed participation and support longer-term, coordinated, placed-based approaches.
  • Recognise and address the impacts of underlying trauma.
  • Enhance access to health, education, employment and social services by addressing systemic racism and enhancing cultural competency.
